I used to wonder what this meant. Reading it for years, it finally clicked. The author pauses to think about what city to compare Ariel to, and he cannot. Therefore, it's like saying,
"Mcdonalds. McDonald's! It shall be unto me like... well, McDonald's!"
1: Woe to Ariel, to Ariel, the city where David dwelt! add ye year to year; let them kill sacrifices.
2: Yet I will distress Ariel, and there shall be heaviness and sorrow: and it shall be unto me as Ariel. ISAIAH 29
